Does this cut impact current retirees or will it apply to future retirees only?

You gave a glimpse back on the brief history of school tax credits. While the partisan characterization you painted at the legislature is not inaccurate let me provide a bit more detail. In 1998 Colorado voted on Amendment 17 to provide private school tax credits. The state was considerably more conservative then (Allard and Campbell in the US Senate) and Roy Romer was the lone Democratic pillar. A red hued Colorado rejected credits by 62-38%. I suspect 2010 would produce a similar result, especially when including home schoolers. GOP Senator Dottie Wham co-chaired the NO campaign.
