    The individual retired membership was outgunned from day one because of the masterful coalition building of institutional organizations and unanimity of the PERA board and the Senate Democrats. It’s certainly a David and Goliath analogy vis-a-vis individuals versus organized lawyer- lobbyists. (This scenario may also be referred to as an asymmetrical conflict to add a contemporary flair).
