We referenced and explained SB 191 to the hilt in the narrative and reviewers could have easily reviewed the legislation electronically as they did with any other externally referenced part of our application. Putting the full text in the appendix could have been done but I don’t think states should be required to include all their relevant reform legislation into an appendix when it’s clearly summarized in the application. In the end, you had 2 reviewers who killed us and I don’t think SB 191 as an attachment would have made any difference in the end.
